LEETON SHIRE COUNCIL NOTICEBOARD COUNCIL NEWS MESSAGE FROM COUNCILLOR SARAH TIFFEN October 2025 Now almost 12 months into my first term as a local councillor, I can say it has been quite a ride. I've learned a great deal about how local government works, and about the politics of being a councillor. Getting things done is not straightforward. There is a lot of bureaucracy, a lot of hurdles and obstacles to overcome, and it takes confidence to push for the things you believe in, and having confidence as a councillor takes time! Unfortunately some personal issues have prevented me from attending community events as much as I would have liked over the last couple of months; however, I look forward to increasing my activities in coming months. I am extremely honoured to be entrusted with the position of councillor, and thank all those who have encouraged me, who voted for me, and who have provided me with guidance and support over this time. Being asked for help, advice or for action on issues is a great privilege. I love this part of the job the best and will always do my best to argue for change, to help people who need it, or to bring community concerns to Council to find solutions. No request is too small. Only you know what is needed to make life better in our town. I've been advocating for things when asked by community members - new signage in the main street for takeaway pick up, action on dangerous through-traffic on Karri Road, advocating for more user-friendly opening hours at the Pool, better user experiences at the revamped Roxy, talking to state reps about how to protect heritage assets, and the Whitton museum and pool, or requesting consideration for road repairs and resealing. It is a privilege to be able to contribute to outcomes for community. I'm proud of the good work of the Council as a whole being done on housing, transport, better health outcomes, planting more trees, advocating on water buybacks, and supporting future growth in our villages. Other work, such as establishing a performing arts institute at the Roxy, or attracting big $$ investment from renewable energy companies - promises economic benefit and future growth for the area. Council is nine voices - and we don't always see things the same way. But my fellow councillors all work very hard for the Shire and their commitment is genuine. For me, in this first year, it has been an honour to simply be able to contribute to listen to people's needs, advocate for what the community wants, and to speak on behalf of important projects like the Multicultural Centre being established, the redevelopment of the Stadium, or revitalising Wattle Hill (amongst many others). Local government is responsible for so much of what we need for the smooth running of daily life but has limited capacity to raise money to fund these vital services. A substantial portion of Council's budget comes from 'federal assistance grants' - paid annually by the Federal Government. A smaller portion comes from state government, and the rest from rates and other charges imposed on residents and businesses. Additional money may come from other grants - which are never guaranteed, and often require 'matched funding' (Council must cover one half of the cost in order to secure the grant to cover the other half), and a lot planning work must be done in advance with no guaranteed success. Leeton Shire has had some good wins with grants - but the grant system is a flawed one- and needs to be fixed. In addition, local government is bound by many laws set by state and federal governments, which put a lot of burden on local governments to spend money on things that may seem irrelevant or bureaucratic - but must be actioned by law. The burden of bureaucracy is another area to improve. How we fund the future is a question many local governments in NSW are facing - including Leeton Shire. It is only together that we will be able to solve this problem For the town that is my home and hearth, and where family ties and roots go deep - I hope I can continue to be a good representative for the things that matter to all of you.
