LEETON SHIRE COUNCIL NOTICEBOARD COUNCIL NEWS MESSAGE FROM THE MAYOR April 2025 It's certainly been a busy few months in the lead up to Easter and ANZAC Day. Fiesta La Leeton was an incredible celebration of our community's diversity and a fabulous opportunity to share many unique cultures and traditions. Chelmsford Town Square came alive with traditional music, dance and delicious food. Thanks to the volunteers and to the community who came out in strong support, as well as the major sponsors, JBS and Multicultural NSW. I recently attended the Country Mayors Association meeting at NSW Parliament House to listen to a presentation from the Independent Pricing and Regulatory Tribunal (IPART) on the financial sustainability of councils. One of the key recommendations to come out of the IPART's 2023 Rate Peg Methodology Review was "... that the NSW government commission an independent review into the financial model for councils". The Auditor General was also present that day and he too expressed that local government has not been able to keep pace with the increased demands on the sector. It was reassuring to see both IPART and the Auditor General genuinely determined to help NSW councils achieve financial sustainability. I am keen to see what they will recommend. According to a survey by LGNSW, cost shifting alone has resulted in an additional $460 per ratepayer annually, passed down from state and federal levels. On the same subject, we have enjoyed having Professor Joseph Drew from the University of Newcastle visit Leeton. He has met with many people, including Councillors, staff and community. Professor Drew will be producing an independent report on Council's financial sustainability and, together with some colleagues, will provide insights into how we can improve the long-term health of our general fund. You can hear about his initial thoughts in a video scheduled for release this week - keep an eye out for it on our website and social media. Please also keep an eye open for our consultation on the next DRAFT Delivery Program which will be released around 7 May 2025. Your feedback will be very important. On a different note, world-renowned social- capitalist and community enthusiast, Peter Kenyon, visited Yanco and Whitton for a series of community workshops in March which were well received. The feedback collected during the workshops will inform the development of the next round of town improvement plans for the respective communities. The Councillors and I are excited to work with our Yanco and Whitton residents on their goals and aspirations. The Mayoral Alliance for the Pacific is making progress with key recommendations about the Pacific Australia Labour Mobility (PALM) scheme, with assistance from both state and federal governments. This collaboration is vital for ensuring successful labour supply for our local farms and industries, and for providing everyone with appropriate working and living conditions, along with a welcoming community. Warm regards, Mayor Cr George Weston ROADWORKS Leeton Pine Avenue Work area ESSENTIAL MAINTENANCE WORKS IN LEETON AND YANCO 28 April - 2 May 2025 Notice is hereby given for essential maintenance works undertaken by Transport for NSW (TfNSW) in Leeton and Yanco. Location: Irrigation Way (between Palm Ave and Almond Rd), Leeton Irrigation Way (Main Street) and Binya Street, Yanco Duration and Detours: TfNSW will be working on Irrigation Way (between Palm Ave and Almond Rd) from Monday 28 April to Wednesday 30 April. To limit the impacts to the community, TfNSW will be carrying out the work over three nights between 7pm and 5am, weather permitting. Detours will be in place via Palm and Acacia avenues. There may be some impacts to driveways and on-street parking during night work. Following work at Leeton, work will then be carried out on Irrigation Way (Main Street) and Binya Street at Yanco on Friday 2 May between 7am and 5pm, weather permitting. Detours for Binya Street will be in place via Progress Street and Gogeldrie Street. Additionally, a detour at the intersection of Irrigation Way and Regulator Road will be in place via Coonong Avenue and Short Street. There may be some impacts to driveways and on-street parking during work. COUNCIL REMINDER KEEP YOUR DOG ON A LEASH IN PUBLIC PLACES Your Responsibilities as a Pet Owner Dogs are big part of peoples' lives and it's important to remember your responsibilities as a pet owner so everyone can enjoy our parks and open spaces. Under the Companion Animals Act 1998, dogs. must be kept on a leash in all public places. This means when you are outside your home, including on the footpath, your dog must be on a leash - except in the designated off-leash park on Brobenah Road, Leeton, and in Yanco. Keeping your dog on a leash helps keep your dog safe from running onto the road or being separated from you. It also reduces the chance. of your dog potentially causing a nuisance or harm to other people or animals. An on-the-spot penalty of $330 can apply for dogs not being on a lead and not being controlled. The Companion Animals Act states: If a dog rushes at, attacks, bites, harasses, chases any person or animal whether injury is caused or not, the owner of the dog is guilty of an offence. The penalty amount for a dog attack is $1,320.00. Council has zero tolerance for dog attacks and will take enforcement action on owners of attacking dogs. Thank you for keeping our community safe.
